Police reform problems emerged over the past few years which have sparked debates, ideas, experiments, policy changes, and controversies. This incubation initiative allows the community to attempt to address this problem with referenceable practices and materials.
The Reform Framework attempts to explore and catalog all related problems to policing and provide a framework that maps all conceivable solutions to these problems. Such a framework could be used to rate and rationalize variations adopted by different departments within a given community. Within Douglas County Colorado, each city, the county sheriff, prisons, and state police will participate in the development of and self-assess against the framework.
Force Labs sponsors a better policing creativity campaign that aligns divergent solutions from the Reform Framework with local and county law enforcement agencies for potential improvement opportunities. Participating agencies (beneficiaries) will lead creative sessions to tabletop or experiment with divergent solutions.
Force Labs sponsors creative incubation with reform technology providers to align capabilities and controls with our new reform framework protocols. Sponsored creative sessions will follow the publication of our framework with beneficiary participation to measure framework adoption.

Statues and Monuments across America and in our communities are at risk. This incubation initiative focuses on these emerging problems and proposes new ideas to address them.
A Ranger in the US Forest Service has sponsored a Force Labs incubation initiative to find ways to provide more transparency into monuments and statues. Transparency may include geographical location, controversy rating, historical relevance, category, unique name, a picture, year erected, artist/commission information, maintenance details, custodian information, and other relevant details.
The Douglas County Veterans Monument Foundation has agreed to participate in this creative process as the beneficiary of the Protect Statues initiative. Force Labs has sponsored this incubation initiative to identify divergent community solutions for ongoing and crisis statue protection approaches and capabilities.

This technology incubation initiative looks at interaction problems that developed during Covid lockdowns and engages the creative process for gamifying in person interaction.
Force Labs has adopted incubation of an interactive badge that can be adapted with gamification to improve event and conference experiences while encouraging more human interaction. This incubation initiative seeks solutions that will become part of a proposed innovation project (passportbadge.com). Force Labs is seeking a sponsor for this initiative (eg City of Castle Rock, Douglas County Libraries Brew Tour, or BrewFest Under the Stars).
How can technology be used to encourage more physical interaction? Force Labs has designed a game to use as an incubation example that plots all Starbucks locations that an individual has historically visited on a virtual map and provisions challenges and rewards for venturing to new locations. Is gamification the answer? This incubation initiative intends to catalog divergent solutions where they emerge.
Is it the phone or social media? Is it possible for a school within Douglas County to operate without social media? Would this improve human interaction and school performance? Would an expected reduction in cyber bullying and social media consumption lead to better overall mental health? Can such a social experiment be conducted?
Force Labs has initiated a political polarity social experiment for incubation to ensure research is conducted properly. Incubation includes the control group, research parameters, and sources and methods. This Force Labs Incubation initiative is sponsored by the Force Labs Media Production partner, MeanMotion.com.
The incubation initiatives in this section are part of the Cyber Defense Center technology development growth strategy in partnership with Force Labs. This section represents part of the inspiration behind Force Labs. Some of these initiatives have already occurred in the past and some are new requests from the Cyber Defense Center:
cyberdefensesummit.org - The CYBER DEFENSE CENTER hosted the first CYBER DEFENSE SUMMIT in 2012 in Dallas Texas. This event was highly successful, completely free, and brought together over 1000 attendees with minimal planning. This Incubation initiative focuses on bringing together the right associations and partners in Colorado to reflect upon these prior successes and improve upon them with a new regional event.
cloudstrike.org - The CYBER DEFENSE CENTER has designed a new hybrid cloud testing capability, Cloud Strike. Designed to attack and test resources and services across multiple cloud platforms, this new incubation initiative identifies an integrated approach to fulfill this potential innovation project goal. CloudStrike may or may not be integrated into the attack5 platform.
stealthstrike.org and rapidstrikes.com - The CYBER DEFENSE CENTER has designed a new service to test wartime attack simulations as part of or independent of the new attack5 platform. Wartime attack motives such as Espionage, Social, Economic, Sabotage, Disruption, and Domain Control are not part of current penetration testing playbooks. Stealth Strike and Rapid Strikes builds out this new capability.
attack5.com - The CYBER DEFENSE CENTER is developing new technology platform to assess defense capabilities for detection, prevention, and intervention in real time. Intervention readiness reveals a company's readiness to engage an active threat rather than simply responding to threats that have already occurred. The goal is to measure intervention and the incident response team's ability to disrupt an attack. This incubation initiative seeks to design the new attack5 platform.
exploit5.com - The CYBER DEFENSE CENTER has already designed a capability model to provide a comprehensive view of cyber defense capabilities and functional performance that elevates existing cyber operations to a new plain of defense decision support. Exploit5, as part of the attack5 platform, is being incubated to test the effectiveness of participantdefenses at nearly any layer of the technology architecture. This is a new type of Red Teaming and Pen testing that includes wartime exploits.
The CYBER DEFENSE CENTER has sponsored an active innovation project, Micr0Wav3. As this testing capability evolves, the need for better defense will also emerge. Wave Guides is a theoretical microwave defense capability that can be deployed along side these communications platforms. Wave Guides may also be adapted for LTE and 4/5G communications and tower infrastructure security. This incubation initiative seeks to become an innovation project if technically feasible and funded.
Force Labs is sponsoring incubation into this future innovation project. Orbital Nodes is an open source project that may revolutionize routine home services.
Orbital nodes are a home services technology concept. Incubation of this concept may lead to commercial applications, beyond those already identified in design. Three examples have been documented for additional incubation. This Force Labs sponsored incubation is expected to become an innovation project once the Incubation creativity phase is complete.
